A spy raids the Japanese police on a dark night. Intelligence agencies from several nations, including England's MI6, Germany's BND, and America's CIA, as well as the FBI's secret files, are about to be kidnapped, but public safety officials led by Tooru Amuro arrive just in time. The spy flees by stealing a vehicle. The spy and Amuro are then trapped in a race on the highway, and just as they are about to collide, the spy's car is hit by FBI agent Shuichi Akai's rifle bullet and crashes off the road. The next day, Conan and his buddies visit a freshly renovated aquarium in Tokyo. Conan discovers a lovely woman alone beneath the primary attraction, a Ferris wheel.
